And that has increased the number of mobile subscribers. This situation is influenced by other factors such as the theft and sale in the market of many mobile terminals that do not meet the standards required for use. To achieve adequate management, it is vital to firstly state; the state of the art of mobile terminals in circulation in African countries, but also to put in place tools to control the supply chain. These tools will allow regulators from different African countries to control the entire chain better using an architectural model SSTM (System of Supervision and Control of Mobile Terminals), composed of a CEIR (Central Equipment Identifcation Registry), managed by the regulator of each country and the EIR of operators and those of the defence and security forces.
