The Auditing Performance of the Kurdistan Parliament of Iraq for the 2nd and 3rd Rounds (A comparative study)

Abstract

One of the main characteristics of distinguishing and recognizing an active and dynamic legislative body is the strong role of such institution in observing and scrutinizing government policy and administration of the political system because the parliamentary observation process is one of the crucial pillars of the parliamentary activities in the world. In order to check the strength of parliament; we need to study the supervision ability of the legislature. This study analyses the ability of the Kurdish Parliament supervision processes in the second and third Parliamentary sessions (through 2005-2-13), and then based in those data’s and information that the authors possess and some scientific evaluations that illustrates by the studies in this field, especially those measures have taken by (IPU), the study compare the observing capability between the both sessions. In the sake of demonstrating the extent of which the parliament of Kurdistan region has been capable in scrutinizing the government policy, this study discusses the parliament of Kurdistan region observation capacity in four sections and presents some proper suggestions as well.
