The research results show that the comprehensive performance of this project is close to \"outstanding\" and the value is-0.0285. The results of performance level of single index show that 9 indexes are in the level of \"above good\", 3 indexes are in \"general\" and the other 3 ones are in \"poor\" level. Deep research finds that 3 factors, such as \"Deviation rate of timely completion\", \"Improving rate of vegetation coverage\" and \"Improving rate of biological abundance\" influence to raise the performance. Abstract

Over the past decade, land consolidation has become a major means of farmland protection in response to accelerating industrialization and urbanization in China. 基于物元模型的土地整理项目绩效评价方法与实例研究
近十年来,土地整理已成为应对中国工业化和城市化进程加快的耕地保护的主要手段。本文深入界定了土地整理项目绩效内容,构建了基于“过程逻辑”框架的土地整理项目绩效评价指标体系,并应用物元模型对长山县前洪灌区土地整理项目综合绩效进行了评价。研究结果表明,该项目的综合绩效接近“优秀”,其值为-0.0285。单指标绩效水平结果显示,9个指标处于“良好以上”水平,3个指标处于“一般”水平,其余3个指标处于“较差”水平。深入研究发现,“按时完成率”、“植被覆盖度提高率”和“生物丰度提高率”3个因素对提高绩效有影响。因此,长山县土地整理管理部门应采取相应措施,提高土地整理项目的绩效水平。
