The Green Transition of the Energy Industry: How to Define the Role of the Government

Abstract

Speeding up the construction of ecological civilization and promoting the green transformation is an inevitable trend to form a new industrialization path with Chinese characteristics. This study first defines the boundaries of role of government in the transit to a green transformation of energy industry, and then analyses the mechanism of a series of economic policies formulated by the government on the transformation of enterprises in industrial structure upgrading, human capital appreciation as well as the introduction of foreign capital on the basis of technology upgrading. Finally, considering the regional heterogeneity and different government entities, a coordinated mechanism of law enforcement and supervision is proposed to provide supplements and detailed interpretation to the green transformation policy of the energy industry.
