The requirement is the need for a common communication system. We begin with an overview of Systems Engineering whereof we finally point out that not all systems to engineer give rise to the same relative difficulty of the Systems Engineering Process (SEP). We also point out some theoretic computational complexity of the design process and raise the importance of a descriptive (the Kolmogorov) complexity. Next, we study how the basic facts related to the technical and programmatic processes can be explained and communicated throughout the SEP.
