This paper presents and discusses the idea and concept for a Software Engineering as a Service (SEaaS) platform for HPC. It is designed to enhance efficient problem solving and implementation, to deal with limited resources, and to guide interdisciplinary teams. The service supports agile SE techniques, can be adapted for the depending HPC environment, is user optimized based on the preferred programming language and will be implemented as an open-source and app-like framework.
