In order to help transform, modernize, and encourage innovation for SMEs, the government provides many coach systems, such as start-up and incubation system, to support them to expand the market opportunities and enhance their competitiveness. In this study we try to assess the fulfillment of coach systems which supported by government for improving industry upgrade. Here we employ Delphi process to converge 27 critical indicators with respect to three key-link stages for evaluation. We also utilize correspondence analysis to exploring the implementation of coach programs and conduct some meaningful suggestions of the policy direction from these empirical cases. Abstract
