Aqualectra generates and supplies electricity and water for the Island of Curacao. It was formed in 1999 through the integration of KAE, an electricity and water production company, and KODELA, an electricity and water distribution company. One of the first activities of Aqualectra after its formation in 1999 was the development of a twenty year infrastructure investment plan called \"Utility Plan 2020.\" This plan identified the desired future state of electricity and water infrastructure in Curacao in twenty years, and presents an investment roadmap to ensure that this future state can be achieved. An important part of \"Utility Plan 2020\" relates to quality systems their ability to result in superior project evaluation and selection. Presently, Aqualectra uses a combination of quality approaches including Malcolm Baldridge, Balanced Scorecard, and European Foundation for Quality Management. Each of these emphasizes fact-based management, and quantifiable performance measures, and consistent processes.
