Agile best practice solutions were offered for each factor and challenge, along with a comparison view between the provider and government organization. Abstract

In 2019, one of the government organizations in Indonesia conducted several agile-based system development projects outsourced. However, some of the projects claimed to be failed regarding requirement issues. For government projects, this failure became a state loss.
