HUMAN CAPITAL AS A DRIVER FOR THE DEVELOPMENT OF GLOBALLY COMPETITIVE AREAS

Abstract

The author is convinced that it is possible to make a technological breakthrough, relying not so much on monetary, but rather on human capital — the main strategic resource of intercivilizational competition. Russia ranks first in the world in terms of the quality of human capital and far from the first in terms of GDP per capita. We must try to ensure that these scissors will not form through the expiration of human capital, which in the context of adaptation will be forced to contract.
