In the system, the sensors on smartphones automatically detect the abnormal static situations by the time and position differences based with the Markov Chain Monte Carlo methods, and the emergent messages are automatically transmitted with the message priorities. Moreover, those messages are transmitted to the servers with the Delay Tolerant Networking. Abstract
